Kabul functioned as an independent municipal mint authority during periods when Afghan dynastic control was contested or fragmented. The early 1790s fell precisely in such a gap — between the consolidation under Timur Shah Durrani, who had moved the Afghan capital from Kandahar to Kabul in 1776, and the chronic succession crises that followed his death in 1793. A locally struck anonymous copper falus, bearing no ruler's name, is a direct artifact of that administrative ambiguity.
