Herat in 1879–1880 was caught between the competing pressures of the Second Anglo-Afghan War and Ayub Khan's increasingly autonomous governance of the city. These copper falus were issued under local authority at a moment when Kabul's central control over the region was, practically speaking, nominal. Small-denomination copper coinage of this type circulated almost exclusively in local bazaar trade — silver and gold moved through longer networks — which means surviving pieces were handled hard and often.
