Al-Hurr ibn Yusuf served as governor of the Jazira region under the Umayyad caliphate during the early post-conquest administrative period, when local governors retained considerable autonomy in striking copper coinage for regional circulation. Fals issues of this type reflect the transitional monetary moment before the sweeping Marwanid reforms of 696–698 AD, when Abd al-Malik ibn Marwan overhauled the entire Islamic coinage system and suppressed gubernatorial copper issues in favor of centrally controlled types.

The BMC Walker reference places this among a documented sequence of Jaziran governor issues, each attributable by mint signature rather than caliphal authority.
