The "Etat de Louisiane" notes were issued as part of the Federal Reserve's 2003 State Quarters commemorative currency program — a promotional series produced by the Bureau of Engraving and Printing in uncut sheet format, sold directly to collectors rather than circulated through banking channels. They are not legal tender in the conventional sense of notes issued for commerce; they are legal tender folded into a souvenir product.
