Illinois was the first U.S. state to ratify the 13th Amendment abolishing slavery, doing so on February 1, 1865 — the same day Lincoln submitted it to the states. That historical circumstance is almost certainly why Illinois was chosen as the inaugural subject when the 50 State Quarters program's commemorative note equivalents began circulating in novelty and educational markets. "ETAT DE ILLINOIS" places the legend in French, a nod to Illinois's pre-statehood identity as part of French colonial territory under the Pays des Illinois.
