The ECU — European Currency Unit — was never legal tender in the conventional sense, existing from 1979 as a basket currency and accounting unit underpinning the European Monetary System. France's Institut de Promotion Numismatique issued ECU-denominated collector pieces throughout the early 1990s, capitalizing on the currency's symbolic momentum ahead of Maastricht.
