The ECU was never legal tender in Britain — the UK declined to join the Exchange Rate Mechanism fully and never adopted the unit for circulation — which is precisely why these pieces exist at all. They occupied a commercial gray zone throughout the 1990s: struck to ECU specifications and marketed to collectors across Europe, but carrying no genuine monetary authority. By 1998, the euro was less than a year from replacing the ECU entirely, making this among the last issues before the unit was formally retired at a fixed 1:1 conversion rate on January 1, 1999.
