Germany's ECU coins were issued as collector pieces during the run-up to Maastricht ratification, never intended for circulation — the ECU itself was a basket currency used only in interbank settlement and official EU accounting. When the euro replaced it in 1999, the ECU was converted at exactly 1:1, the only currency transition in modern European history conducted at a fixed par with no devaluation or rounding adjustment.
