The ECU Europa pieces were issued as a coordinated series across multiple European nations in anticipation of the Maastricht Treaty, which came into force in November 1993. Germany's participation reflected the political momentum behind European monetary union — though the ECU itself was never legal tender in Germany and these pieces circulated nowhere. They were sold directly to collectors.
Gold-plated brass was the standard material chosen across most national issues in the series, keeping costs low enough for mass collector sales while maintaining the appearance of precious metal. No bullion value was ever implied.
