The ECU was never legal tender in the Netherlands — it existed as a unit of account underpinning the European Monetary System, never circulating as actual currency. The Dutch issued commemorative ECU pieces throughout the late 1980s and early 1990s largely as collector product, capitalizing on European enthusiasm for monetary integration ahead of the Maastricht Treaty, which the Netherlands had signed in February 1992. Gold-plated copper-nickel was the budget tier of this output; silver and gold versions were struck simultaneously for the same market.
