Iceland never adopted the ECU as legal tender — it was not a member of the European Community. These pieces were struck purely for the collector market, a practice that proliferated across non-EC nations throughout the late 1980s and early 1990s as the approach of the single market made ECU-denominated silver issues commercially attractive to mint bureaus with no political stake in the currency whatsoever.
