Utica's civic coinage under Roman administration was issued by locally appointed magistrates, and this piece names both a proconsul and the duoviri quinquennales responsible for its production — an unusually explicit administrative record struck in metal. Caius Vibius Marsus served as proconsul of Africa around 27–29 AD, a tenure otherwise known from Tacitus, who records him as a capable but politically cautious operator during Tiberius's increasingly paranoid later reign.
Utica was the oldest Phoenician settlement in North Africa, predating Carthage, and retained considerable civic pride under Roman rule. Its colonial bronzes are poorly represented in major collections.
