Struck in 22–23 AD, this dupondius belongs to a sequence of issues celebrating Justitia at a politically charged moment: Tiberius was consolidating power after the death of Germanicus in 19 AD had briefly destabilized his position, and the Senate was growing increasingly deferential — or fearful. The personification of Justice was a deliberate rhetorical choice, projecting an image of lawful, restrained rule at precisely the time Sejanus was beginning his ascent within the Praetorian Prefecture.
