The RESTITVTORI series issued under Hadrian reflects his unprecedented program of provincial and regional tours — he visited more of the empire than any emperor before him, and the "restorer" coinage commemorated each region in turn. Italia's inclusion is pointed: Rome celebrating its own heartland as if it were a province requiring rescue. This was not empty flattery. Italian municipalities had suffered economically under the burdens of imperial taxation and the preferential treatment given to frontier provinces during the wars of Trajan's reign.

RIC II.3 1880 distinguishes this type within a tightly sequenced emission datable to the middle years of Hadrian's reign by tribunician power references on related issues.
