Hadrian's third consulship, which began in 119 AD, was a largely ceremonial office by the time these coins were struck a decade later — he never held it actively. The IVSTITIA reverse type belongs to a broader programmatic series Hadrian used to advertise imperial virtues, issued in the years following his major provincial tours, when he was reshaping his public image from traveling administrator back to Rome-centered ruler. Whether the emphasis on justice was genuine policy messaging or post-tour political reassurance to the Senate remains a matter of debate among scholars of the period.
