The COS III dating pins this issue to after 119 AD, when Hadrian held his third consulship — a tenure he never formally repeated, making it a reliable chronological anchor across his bronze coinage. The FELICITAS types proliferated during Hadrian's reign partly as programmatic propaganda tied to his extraordinary provincial tours, the most extensive undertaken by any reigning emperor.
