Nero's bronze coinage of this period emerged from a deliberate monetary reform in 64 AD, when he reduced the weight standard for both the aureus and denarius while simultaneously reorganizing the aes coinage. The dupondius was formally distinguished from the as by the use of radiate crown — a convention that persisted in Roman bronze coinage for two centuries after his reign.
The ROMA S C type was among several reverses celebrating the city itself, issued in the years bracketing the Great Fire of 64 AD and the subsequent reconstruction program Nero funded partly by debasing the precious metal coinage.
