This is a "restitution" issue — coins struck by Titus explicitly commemorating earlier imperial coinages rather than his own reign. Livia had died in 29 AD, more than fifty years before this piece was struck, making the gesture conspicuously retrospective. Titus was positioning his dynasty by reaching back to Augustus's widow, reinforcing Flavian legitimacy through association with the Julio-Claudian line.
