Struck in 117 AD, the year Hadrian acceded following Trajan's death in Cilicia — under circumstances suspicious enough that Trajan's wife Plotina was widely rumored to have forged or delayed the adoption documents. The pairing of Concordia and Spes on this issue almost certainly reflects Hadrian's immediate need to consolidate legitimacy, having executed four senior senators in the first months of his reign, an act that poisoned his relationship with the Senate for decades.
The COS DES II designation dates this precisely to the very opening of the reign, before Hadrian assumed his second consulship in 118.
