The COS III designation places this issue firmly within Hadrian's third consulship, a period during which the emperor was largely absent from Rome on his extensive provincial tours. The S C mark — Senatus Consulto — reflects the Senate's nominal authority over base-metal coinage, a constitutional fiction both parties found convenient to maintain. Fortuna's appearance on the reverse almost certainly relates to the broader programmatic coinage of 128–129, which systematically honored divine protectors across multiple denominations as Hadrian worked to consolidate his image as a philosophically minded, pious ruler rather than a military one.
