Domitian's ninth consulship designation (COS DES VIIII) places this issue squarely in 82 AD, the year he consolidated tribunician and censorial powers into a governing style that contemporaries found increasingly autocratic. His promotion of Minerva was not incidental — Domitian maintained a personal religious devotion to her that bordered on the obsessive, constructing a substantial temple complex on the Palatine and instituting the Quinquatria festival in her honor at his Alban villa.
RIC II.1 109 is one of several Minerva types from this concentrated early reign emission, distinguished within the series by reverse type rather than mint or magistrate variation — Rome was the sole mint.
