This dupondius falls within Domitian's tenure as Caesar under his father Vespasian, struck before he held any real power — a period in which his coinage served partly to legitimize dynastic continuity after the chaos of 69 AD. The FELICITAS PVBLICA reverse was a calculated political message: Vespasian's regime was still consolidating, and public prosperity imagery was deployed deliberately across the Flavian bronze series to contrast with the civil war years.
RIC II.1 659 is attributed to the Rome mint, struck in the third tribunician year of Vespasian's reign.
