This issue falls within Domitian's tenure as Caesar under Titus, before his own accession in September 81 AD. The Ceres reverse on aes coinage had been deployed intermittently since the Republic as a signal of grain supply stability — under the Flavians, who inherited the political wreckage of 69 AD and the economic disruption of the Vesuvius eruption in 79, the association carried immediate practical weight. Rome's grain dole was a pressure point no emperor could afford to ignore.
RIC II.1 #308 places this among the Titus-era issues struck in Domitian's name at Rome, a relatively brief window that keeps surviving populations modest.
