Toramana II ruled a diminished Alchon domain during a period of sustained pressure from the Sasanian Empire to the west and the early Turkic confederacies to the north. His coinage — struck in billon rather than the silver that earlier Alchon issues approached — reflects the fiscal strain of that squeeze. The metal degradation across his series is consistent and deliberate, not accidental.

Göbl's Kushan classification places this type within a broader cataloging framework originally designed for Kushan proper, a recurring source of frustration among specialists who argue the Alchons warrant a fully independent typology.
