Eleutherna, one of the more powerful poleis of central Crete, issued this drachm early in Tiberius's reign — a period when Cretan cities were navigating the awkward transition from Augustan cult to the veneration of his far less popular successor. The legend ΘΕΟϹ ϹΕΒΑϹΤΟϹ, deifying Augustus posthumously, allowed the city to honor the new emperor while anchoring legitimacy in the name that actually carried weight across the province.

RPC I 953A distinguishes this as a separate variety from the core Eleutherna Tiberian issues. Crete and Cyrene formed a single senatorial province, and civic coin production there was sporadic enough that individual die pairings frequently survive in single-digit examples.
