'Abd Allah b. 'Amir served as governor of Basra under Caliph 'Uthman and led the Arab conquest of Khurasan in the early 650s. These drachms were struck in the eastern provinces as the new Arab administration absorbed Sasanian monetary infrastructure wholesale — retaining fire altar reverses, Middle Persian inscriptions, and regnal dating conventions while inserting Arabic religious marginalia. The transition was fiscal pragmatism: local populations recognized the Sasanian format, and the conquerors had no immediate minting tradition of their own to impose.
Ibn 'Amir was deposed by 'Ali in 656 following 'Uthman's murder, then reinstated under Mu'awiya — the dating range of this type spans that political rupture.
