The Double Tournois underwent repeated redesigns under Louis XIII as royal administrators attempted to standardize production across a network of provincial mints with notoriously inconsistent output. Villeneuve-lès-Avignon — operating under the mint mark "E couronnée" — was one of the smaller facilities in that network, and its issues from this 1620–1622 window fall within a period of sharp friction between the crown and the Huguenot south, when reliable coin supply into the Languedoc region carried real political weight.
