Louis XIII's copper coinage was administered under a farm system, where private contractors paid the crown for minting rights and recouped costs through seigniorage — an arrangement that created persistent quality inconsistencies across provincial mints. Riom, operating in the Auvergne, was one of the smaller adjudicated mints and produced relatively modest volumes compared to Paris or Lyon.
The 2nd type distinction for this issue reflects a die modification ordered during the early 1620s reorganization of the double tournois series. Riom-struck pieces from this period are notably scarcer than their northern mint counterparts.
