Charleville was the creation of Charles de Gonzague, Duke of Nevers, who founded the planned city in 1606 on his sovereign territory specifically to circumvent French royal minting authority. As a technically independent principality within French borders, Arches-Charleville could produce its own copper coinage — a privilege the French crown found increasingly irritating as Gonzague's issues flooded regional circulation. By the 1630s, Louis XIII was actively pressuring small enclaved sovereignties to surrender their minting rights. This 12th type represents one of the later issues before that autonomy effectively collapsed.
