Charles X was never a king in any practical sense — he was Cardinal Charles de Bourbon, proclaimed by the Catholic League as the legitimate French monarch in opposition to Henri de Navarre, and held prisoner by Henri IV for most of his nominal reign. These billon pieces were struck at League-controlled mints while France was tearing itself apart in the final, most vicious phase of the Wars of Religion. Charles died in captivity in 1590, meaning coins dated 1591 were issued in the name of a man already dead.
