Slick Times was a small California novelty publisher that produced satirical currency items during the 2000 U.S. presidential election cycle. The "Double Ought" name is a straightforward play on the year 2000 and Bush's established nickname "Dubya," with the zero-zero doubling as a visual pun on the double-O of "oughties." These were sold as novelty items, not intended to deceive, and fall outside the purview of 18 U.S.C. § 474 provided they meet the one-sided or size-differential exemptions under the Hobby Protection Act.
