Niue has operated as a prolific licensing vehicle for the New Zealand Mint since the early 2000s, issuing commemorative and novelty coinage under its sovereignty while having essentially no domestic coin-using economy of its own. The arrangement is entirely legal but makes Niue's name on a coin a commercial packaging decision rather than a monetary one.

Copper-nickel for a 2025 commemorative is an unusual choice — most collector-targeted issues from this program run in silver. Budget-tier entry point for a series, most likely.
