The Casa de Economii și Consemnațiuni — Romania's state savings institution — issued these registration documents in the immediate aftermath of Ceaușescu's fall in December 1989. The transition period created acute demand for standardized payment documentation as the banking system lurched toward reform, and CEC, which had functioned essentially as a compulsory savings vehicle under the communist regime, found itself suddenly processing a surge of withdrawals from citizens accessing funds long restricted in practice.
Printed by I.B.M. (Întreprinderea de Imprimerie și Multiplicare București), the institutional printer responsible for much of Romania's official document production during this period.
