Casa de Economii și Consemnațiuni functioned as Romania's state savings institution, and these registration documents occupied an unusual administrative niche — neither conventional banknotes nor standard government bonds, but quasi-monetary instruments tied to deposit accounts. The "Scopul plății" field, meaning "purpose of payment," was completed at point of use, making each document functionally unique at the moment of its issue.
