Al-Muqtadir's reign was among the most financially ruinous in Abbasid history — the caliph's notorious extravagance drained the treasury to the point where soldiers went unpaid and court factions sold influence openly. Donative dirhams of this type were struck not for commerce but for ceremonial dispersal: thrown to crowds during processions, pressed into hands at court, or distributed on feast days as visible demonstrations of caliphal generosity that the actual treasury could barely sustain.
The ornamental field treatment, replacing the standard kufic religious formula layout, signals purpose. These were objects of occasion, not exchange.
