Vologases I spent much of his reign managing a fractious relationship with Rome over Armenia, a conflict that dragged on through the 50s and 60s AD and ultimately resulted in the compromise settlement of 63 AD — Rome's Gnaeus Domitius Corbulo and Vologases effectively agreeing that a Parthian prince would sit on the Armenian throne but accept Roman investiture. The diobol denomination in silver was a marginal, workhorse coin in the Parthian system, struck for local transaction rather than prestige.
Shore 381 falls within a tightly clustered group of issues attributed to the later portion of the reign, after the Armenian settlement freed Vologases to consolidate eastern holdings against pressure from nomadic incursions along the Bactrian frontier.
