Willigis served as Archbishop of Mainz from 975 to 1011 and was one of the most powerful ecclesiastical figures in the Ottonian Reich — he crowned Otto III at Aachen in 983 when the boy was barely three years old, then acted as regent alongside Empress Theophanu. The joint authority implied by a coin bearing both names is not ceremonial flattery; it reflects the genuine political weight Willigis carried during Otto's minority and into his reign.
Otto III died in Italy in January 1002, fixing the terminus of this issue precisely.
