Otto III inherited the imperial title at age three following his father Otto II's death from malaria in Rome in 983, leaving actual governance to a regency — first his mother Theophanu, then his grandmother Adelheid. The Münster mint operated under episcopal authority during this period, and coinage struck there reflected the fragmented administrative reality of a minority reign rather than any coherent imperial monetary policy.
Kluge Kar#30 places this among the rarer documented Ottonian episcopal issues.
