Liemar of Hamburg-Bremen held his see during one of the most disruptive episodes in medieval German ecclesiastical politics. A staunch imperialist, he backed Henry IV through the Investiture Controversy and was punished for it — Pope Gregory VII suspended him in 1075, forcing him into exile for several years. That he continued issuing coinage bearing the emperor's name throughout this period reflects the degree to which his minting authority was tied to imperial rather than papal sanction.
The association of a bishop's name with the reigning emperor on a single coin type was a deliberate assertion of the imperial church system the Gregorian reformers were actively trying to dismantle.
