Otto IV and Frederick II were bitter rivals for the imperial throne during one of the most destructive succession crises the Empire had seen in generations. That two men at war with each other share the attribution on this bracteate reflects the difficulty numismatists face when assigning thin, single-die issues to a specific reign — the Donauworth mint operated under shifting allegiances as control of Swabia changed hands repeatedly between 1210 and 1218.
Bracteates of this weight class were notoriously fragile in circulation, which is why Steinh#115 survivors are nearly always found with some degree of flan stress.
