Vespasian struck heavily in 73 AD, the year he and Titus jointly held the censorship — an office revived after more than a century of dormancy and used deliberately to project the image of a dynasty restoring Roman tradition after Nero's excesses and the chaos of 69. The SALVS AVG type belongs to that propaganda push: public health, stability, and the safety of the emperor were being sold as synonymous concepts.
RIC II.1 #522 is an eastern mint attribution in some discussions, though OCRE places it within the broader Vespasianic series without firm workshop certainty.
