Vespasian's early issues were produced before his mint organization was fully consolidated, with output coming from multiple travelling and regional mints rather than a single authoritative source. The IMPER titulature without a numbered imperatorial acclamation places this among the earliest emissions, before the chancery settled into the more standardized titulature sequence that would characterize later Flavian output.
