Struck in the chaotic months following Nero's suicide, this issue belongs to the Year of the Four Emperors — one of the most compressed and violent succession crises Rome ever produced. The CONSENSVS EXERCITVVM legend was a deliberate political message: Vespasian's claim rested not on dynastic right but on the acclamation of his legions in Judaea and Egypt, and the coin says so openly. It was propaganda in the most literal sense, minted while the outcome was still genuinely uncertain.
