Vespasian struck heavily in his first years as emperor, partly to fund the reconstruction of Rome following the chaos of 69 AD — the Year of the Four Emperors — and partly to legitimize a dynasty with no hereditary claim to power. The CONCORDIA coinage was deliberate propaganda, projecting stability after civil war had made that word almost meaningless.
RIC II.1 1428 is a Judaea Capta-era issue, produced at Rome while the spoils from the sack of Jerusalem were still being hauled westward to fund the Flavian building program, including the Colosseum itself.
