Struck in the name of Civilis — or more precisely, under the brief regime of Galba's challenger claimants during the chaos of 68–69 AD — this piece belongs to one of the most compressed and violent years in Roman imperial history. Four emperors held power within twelve months: Galba, Otho, Vitellius, and Vespasian. The RESTITVTA P R legend was a calculated political statement, positioning whoever issued it as the restorer of the Roman people after Nero's excesses.
