This issue dates to the years immediately following Nero's catastrophic recoinage of 64 AD, in which he reduced the denarius's silver content and trimmed its weight — the first deliberate imperial debasement of the denomination. The reform effectively shifted production costs onto the currency's users and generated enormous quantities of fresh coin, flooding circulation at a moment when Rome was still absorbing the financial shock of the Great Fire.
RIC I 55 is among the types produced at Rome in the immediate aftermath of that policy shift.
