The "Restitutor" series struck under Hadrian commemorates his extended tour of the provinces between 121 and 132 AD — one of the most ambitious imperial inspection campaigns in Roman history. Hispania received particular attention: Hadrian himself was born at Italica in Baetica, and the province's allegiance to his family ran deep. These coins were almost certainly struck in connection with his visit to the peninsula around 122–123 AD, advertising imperial benefaction rather than recording any specific administrative reform.
Hispania was among the wealthiest mining provinces in the empire, supplying silver from the mines at Carthago Nova and Rio Tinto. The irony of a silver denarius celebrating the province that produced much of Rome's silver supply was unlikely lost on anyone handling it.
