Hadrian's earliest denarii, struck in 117 AD, were issued under circumstances of acute dynastic anxiety. Trajan died in Cilicia in August of that year without a formally announced heir, and Hadrian's adoption was declared only after the emperor's death — a claim managed by Trajan's wife Plotina, whose role in engineering the succession was widely doubted in Rome. The CONCORD type belongs to a programmatic first-year coinage designed to project legitimacy and senatorial goodwill before Hadrian had even returned to the capital.

RIC II.3 #14 places this among the earliest issues of the reign, likely struck at a Syrian mint before production transferred to Rome.
