Hadrian's "PRO AVG" titulature — meaning he acted in lieu of the Augustus — dates this issue to the period before he formally consolidated power, a constitutional formality the Romans took seriously even when the political reality was already settled. The Providentia type was deliberate messaging: Hadrian needed to project foresight and dynastic planning after succeeding Trajan under circumstances that many senators found suspicious, with the adoption papers allegedly signed only as Trajan lay dying.
RIC II.3 #556 falls within a substantial reclassification effort that split the old RIC II into three volumes, reassigning numerous previously miscatalogued Hadrianic issues.
