The Indulgentia type belongs to a specific propaganda campaign Hadrian deployed after canceling the debts owed to the imperial treasury — an act he dramatized in 118 AD by publicly burning the debt records in Trajan's Forum. This coin, struck a decade later, appears to be a retrospective commemoration of that gesture rather than a response to any new fiscal policy. The gap between the event and the coinage is itself telling: Hadrian was unusually deliberate in shaping his own image across a long reign.
